My William Allen McDowell (son of John W. McDowell and Mary "Polly" Brown) married Mary "Polly" Lucas in Kentucky in 1823. While he could have been married before that, I think your William McDowell has too many children with Elizabeth Weatherford to be my William Allen McDowell. But if your McDowells are in the Halifax County area during the late 1700s and early 1800s, I think it's very possible our lines are related--maybe cousins or such.
