It would be Shenandoah County, Va., and not the town of Shenandoah in Page County, Va. Shenandoah County, Va. was formed from Frederick County, Va. in 1772. Shenandoah County was originally named Dunmore County, but the name was changed to Shenandoah County in 1778. Nothing changed but the name.
