FREDERICKSBURG CIVILIANS MAKE PROMISE NOVEMBER TWENTY-SECOND 1862 General Burnside had made a promise for destruction to civilians living in the city of Fredericksburg on the 21st of November. He found his order rescinded by General Sumner the following day as the Army of the Potomac encamped across the Rappahannock River. Union General Sumner told the mayor of Fredericksburg that their plan of destruction was changed. He will not be firing upon them at all. This agreement was made in exchange for a promise of 'no hostile demonstrations' from the townspeople of Fredericksburg, Virginia on the 22nd of November in 1862. This was something the majority of them could live with. Was this promise kept the the citizens? Would this have been the 1st Battle of Fredericksburg?
