    3. DANVILLE, Va. — Ruby Mae Law Adkins, 90, of 659 Jackson Heights, died Monday, July 30, 2001, at Roman Eagle Memorial Home after seven years of declining health. Born May 23, 1911, in Franklin County, Virginia, she was the daughter of John Wesley Law and Myrtle Allison Minter Law. She was married Dec. 25, 1940, to George Burton Adkins, who predeceased her. She was a member of Mount Hermon Baptist Church, where she was a Sunday School teacher for the adult women’s class and a member of the W.M.U. She was a resident of the Mount Hermon community for 60 years and was a homemaker. Survivors include one son, Johnny Burton Adkins of Stockbridge, Ga.; one daughter, Dorothy Mae Adkins Wallace of Woodland, N.C.; one brother, Ray Fred Law of Eden, N.C.; three grandchildren; and three great-grandchildren. She was predeceased, in addition to her parents and husband, by one daughter, Elsie Myrtle Adkins. The funeral was held at 11 a.m. Wednesday, August 1, 2001, at Wrenn- Yeatts North Main Chapel with the Rev. Johnny B. Adkins and the Rev. Daryl M. Law officiating.     2. Roanoke — Irene Wade Howell, 87, of Roanoke, died Monday, Aug. 6. She was born July 18, 1914, daughter of the late Rev. J.W. and Ida Wade (pastor of Story Creek, Beulah and Providence Baptist Churches in Franklin County). She was secretary to the late Sam Rayburn, speaker of the House of Representatives, United States Congress. She was preceded in death by her husband, Francis A. Howell. Survivors include stepchildren, Kent and Wendy Howell and Barbara Palmer; one brother and sister-in-law, George and Ruth Wade of Concord, NC; two nephews, Jack and John Wade; and two nieces, Elaine Litaker and Charlotte W. Holcomb. The funeral will be conducted Saturday, Aug. 11 at 2p.m. at Story Creek Baptist Church by the Rev. Hamilton Harper. Burial will be in the church cemetery. The family will receive friends one hour prior to the funeral. The family suggests memorials be made to the Story Creek Baptist church, 6229 Franklin St., Ferrum, VA 24088. Flora funeral Service in Rocky Mount is in charge of arrangements.

    3. Dear Irene, I cannot help you with the specific question you posed, but offer the following. There was an Abraham Teel or Teal who was born about 1802 at Virginia, married Susannah "Sucky or Sooky" Wright on Sep 18, 1823, at Franklin County, Virginia, and resided in 1850 at Franklin County, Virginia. I have only four children, Joel, born c. 1830, Mary, born c. 1834, Abraham, born c. 1835, and Catharine, born c. 1837. Susannah (Wright) Teel died on Dec 24, 1877, at Franklin County, Virginia. Susannah (Wright) Teel or Teal was a daughter of 1843 (year of death) George Wright of Franklin County, Virginia, and Mary (Abshire) Wright, granddaughter of 1809 William Wright of Franklin County, Virginia, and Mary (Grant) Wright, and probably great granddaughter of 1792 John Wright of Fauquier County, Virginia, and Elizabeth (Bronaugh) (Darnell) Wright. I would be happy to exchange information with you or other researchers regarding this Wright family and would appreciate your sharing any further information you have on the descendants of Susannah (Wright) Teel.     3. It's an interesting situation. A very slightly different way of viewing and interpreting the information is to note that the lists were created for the purpose of assessing personal property taxes according to legislation for 1788. With one exception, the column headings designate taxable personal property for all adult male residents. White males were not personal property, black males were. John Starky had 2 horses as his only personal property. Did John Starky "Old" have to pay any personal property tax on his two horses? He probably did unless the notation "Old" was the commissioner's method of showing John Starky was exempt due some age limitation. But an actual amount of money assessed on each individual isn't shown. The 1787 Pers. Prop. Taxes for Franklin were compiled and published by Nettie Schreiner-Yantis & Florene Speakman Love in 1987. They listed John Starky's name in the standardized column as "self" by virtue of he being the principal subject of taxation, and his only personal property listed was 1 horse, mare, colt, or mule (the category). The 1787 lists had a column for white males above 16 and under 21. Starky wasn't shown with any. In 1787 the tax commissioners were told to get the number of free white males between 16 and 21, and their names. Apparently they were somewhat inconsistent in following the directions because the names weren't routinely shown in 1787. Without knowing the specific VA law for Pers. Prop. Taxes year over year it's difficult to say anything with certainty. Then we have the very human situation where the county tax men took the form they had been given and proceeded to "do their own thing". According to T. L. C. Genealogy's 1991 publication on Franklin Co. Wills 1786-1812, there is only 1 John Starky (Starkey) listed and his will was written Jan. 22, 1807, probate date of Jun 1, 1807, and his wife was Polley; children were Austin, John, Anna, and Joshua, mentioned as "when they shall arrive at age or married". [Franklin Co. WB1, p. 335] I hope others can join in and expand our understanding. People with our "addiction" have to spend as much time learning how to interpret the old records we find as we do in finding them! Maybe more. Yes the females were not taxable as individuals like the males were. However if a widow had to pay taxes on the property left to her then she would be listed with her property and she would be charged the amount for that property. But not for herself.
