Sharon: When I was doing research on these old petitions at the Virginia Historical Society, it was noted that it was usually the case that the beginning of a group was headed by the local preacher. Because I was researching the Skaggs/Scaggs name, one such group was headed by Richard Whitt and followed by names pertaining to the area that he lived and preached in. The historian said this helped with research because it gave you a place to start. Thought this might be helpful to you.
