(Her email is always from Herbert Farmer.) Thomas Blackwell, according to her list was in the Southern District "A"...but I would suggest that you go to the archives of the mailing list and print out the entire email to keep for future reference, as she also gave us an insight into the Tax Law at that time as well as the descriptions of the districts. You may have further need of the data.
