I didn't find THAT Jett's Mill (you meant County Roads, not State roads) but here is a long history of another Jett's Mill, in its nomination as a registered historical place. The site was originally in Culpeper county, and the John Jett who owned it during the Civil War era was probably a descendant of earlier Jetts in that county. It was known at various times by other names. But the location of the Jett's Mill you describe is very near the Jett lease in Leeds Manor (later purchased from the Marshall family) where William Jett, 1763-1851, lived all his life. Other surnames mentioned in the document are: Strother, Redd, Rush, Calvert, Garwood, Berkeley, Pendleton, Mason, Cheek, and Burgess.
