You might try the Virginia Room at the central Fairfax Library for assistance. I think that there is a small non-profit group maintaining the cemetery, but they don't seem to have a listing in the phone book.

Comprehensive listings for Fairfax County were compiled and published by Brian Conley of the Virginia Room at the Fairfax Regional Library on Chain Bridge Road, and are online through that library's website.
