There is the town, Winchester, Virginia, near Interstate 81, and on Rt. 7. It is either in Frederick or Clark County. On the map, look west of Washington, DC to I-81 and then north. Perhaps the town was named after a Winchester family member. Also, search for the name in the IGI on the LDS FamilySearch.org site. It's helpful in finding locations where people lived.
