Payne?married 1801 the next census would not be until 1810.?You mentioned he left Va 1808 for Kentucky so he would not show up with family on 1800 census or 1810 census for VA. The next census would not be until 1820. Remember census were every 10 years. I did find him on the Jefferson, KY 1820 census and they had his name spelt Bennit D. Payne. My Culpeper Marriage book showed: Bennet D. Payne & Polly McKensey married 5/25/1801 by Rev. James Garnett [Baptist] Hope this helps you understand the 7 years laps.
