They were taken in every VA County from 1782 through 1850 and are available on microfilms from the LDS Family History Centers everywhere. The PPTL listed every man 21 and over and counted as a tithe, any man over 16. Thus if you see John Smith in the PPTL in 1815, 16, 17 with one tithe, and then in 1818, 19, 20 with two tithes, you can reasonably assume he had a son born c1802. You can look for the other families of the same surname in Culpeper Co in the 1790s to perhaps find the father's name.
