Craig, these are fascinating stories; thank you! R B Jenkins ----- Original Message ----- From: Craig Kilby<mailto:persisto@earthlink.net> To: vaculpep@rootsweb.com<mailto:vaculpep@rootsweb.com> Sent: October 23, 2008 3:56 PM Subject: Re: [VACULPEP] The War of 1812 service Yes she is one of the finest people one can ever meet. I must here tell you the story of how I met her. Oh, I had KNOWN of her, and corresponded with her, but had never met her in person. Some time in the late 1980s, I was at the Library of Virginia at one of the microfilm readers. I had left my copy card in the copy machine. One of the library staff came up to my row and said, "Are any of you here named Kilby?" To my surprise, the lady sitting right next to me said, "Yes." And I said "Yes" at the same time. We were are all so stunned. Lucia and I looked at each other and both said at the same time, "Who are you?" Boy, did we both have a laugh over that. Now I ask you, what are the chances of THAT? But it gets even better than that. And since this is Lucia Kilby time, I'll share some stories here. In 1993, I was taking a sabattical and working as the night manager at the Fearington House Inn and Restaurant in Chapel Hill, North Carolina. This was then a 4 star establishment, aiming for 5 star status (which was achieved). We were a member of Relais & Chateaux, as is the very famous Inn at Little Washington. Well, never one to be deterred especially when not well supervised, I took a little executive privelege and booked myself a free room and dinner at the Inn at Little Washington. When I arrived, the very nice young lady who checked me in asked me if I knew Lucia Kilby. I said "No, but I know who she is." At this time (and may still be, can't wait to find out) there was an antique store in this particular annex of the Inn. I noticed a little curio which was a very fine porcelaine --well what is the word? A small saucer, a coaster, an ashtray? I don't know what it is to this day, but I still have it. How I got it stems from Lucia Kilby, in a roundabout way. Some many months after this most excellent visit to Rappahannock County, and still working at Fearington House, and an employee of the Inn at Little Washington called to check on availability of a suite at our establishment as a fellow employee of an Inn and Restaurant in the Relais & Chateaux group. Of course, considering the very welcome I recieved at their establishment, I upgraded her and fellow works to the best I could offer. When they arrived, to my utter surprise, as a thank you, they had brought me the very same curio I just described. Courtesy of Lucia Kilby. Now dear friends, that was a real "WOW!" I count this little piece as one of my most prized possessions. But there is yet more. In 2003, I gave a power point presentation to the Germanna Foundation meeting titled something to the effect of "The English Neighbors of the Germanna Emigrants." That all came about because, being descended from both Germanna and English families of Culpeper, I was tired of the English presence in the area being completely ignored. It was a great presentation (and that's another whole story). This presentation focused on the family of Stokely Towles and how his descendants intermarried with the Germanna families. As I was concluding and asking for questions from the audience, a hand shot up. You guessed it. It was Lucia Kilby. I had no idea she was even in the audience! In the case of her Kilby family, the HITT family plays a very important role. Also in 2003, in fact the only reason I moved to Virginia for the last time, was to purchase the Linden Row Inn in Richmond. That sale didn't come off, but the Director of Sales at that time was from Culpeper, and the doctor who delivered into this plant was none other than Dr. Irvin Kilby of Culpeper. And just to bring the whole thing full circle. Here I am living in the Northern Neck in Lancaster County, where the Circuit Clerk's office knows me quite well. One of the ladies who works there asked me not too long ago if I was related to Lucia Kilby in Culpeper. I said, "No, not by blood, but I know her, and why do you ask?" Her aunt Margaret Kilby Tyus was Lucia's sister-in-law. Now, is this a small world or what? After talking to Lucia yesterday on the phone, I learn she has a whole new batch of material to share with me on this far-flung family. This is all new stuff for me, and even for her. So, this has a very satisfying turn of events for me. But yes, Lucia Kilby, a retired school teacheer and cancer survivor, just turned 82 years old and I am very much looking forward to seeing her again. I am so very grateful to her and Mike Lyman for putting the event together, and I am happy to have been the instrument that put them in touch with each other. Again, the event will be at 3:00 on November 15th at Slate Mills. When I get the full details I will let you all know. Craig Kilby

Lucy--there may be OTHER records which refer to these people other than tax lists, though the tax lists are certainly the most detailed year-by-year records where one may find a place and time. The Personal Property tax lists are in some ways a better barometer than the dicennial (sp?) census records. Much more detail in some respects (tithables, slaves, horses, cattle, carriages, etc). The land tax records are equally valuable. Not everyone owned land, but everyone was a tithable. And for those working with a common name, they are indespensible. They can be the ONLY means to separate one John Smith from another John Smith. I well recall when I was a state legislator in Missouri one of my friends from "across the aisle" said in an open public meeting that "any and all human endeavors are a taxable event." I about went into orbit. But the moral of the story is that you can't escape the tax man, and this is nothing new. Tax lists are tedious to go through, but boy oh boy can you learn a lot from them if you have the patience. A frequent question from clients arises about them. Does being on a tax list mean the person being taxed actually lived in that county. NO. You were taxed on land and on personal property within that county, even if you actually lived somewhere else--just as today. Sometimes that will be so noted, and give you the county where the person actually lived. On the land tax lists, at the end of each list, is the "alterations to the tax list" where one can sometimes find the answer to what happened to a piece of property, as in listing the seller and the buyer. When faced with a dead end on chains of title, these often give you the clue to finding the answer. All serious researchers should make tax lists their best friend. We are lucky that so many lists survive from such a long time ago. The tax commissioners' job was not to save records for future genealogists, but to collect that year's levy. Working with these lists is indeed tedious, but it pays big dividends. I did try the Library and it was so slow i did not go back to it, but will try again. We have all info far back as 1850 forward. Its just trying to get to his parents is what we are trying for.....I am helping a friend and she and her daughter have done lots of work on this family from 1850. The property where they lived is in Putnam County TN., which was Jackson County at one time. I keep finding early goodies there. But you have missed the rock they fell off. In 1810 they were still in Madison Co but by 1830 at least, son Layton who is 23 in the 1850 was born in Tennessee. There are two apparent sons in Tennessee on the same page who were born in VA. I can't swear this is he in 1820 but there are not many Champions, but I note he is usually found as Champ. I am searching for the family/parents of Champion STANTON b. 1783 Culpepper,VA. d. in Tennessee. He married Sarah Lindsey b. 1781, in 1909 Madison Co VA. The 1850 record of him in Tennessee up to now is fine, but the records prior to this are non-existent. Seems that prior to that he feel from a rock. joyce ________________________________ From: Craig Kilby <persisto@earthlink.net> To: vaculpep@rootsweb.com Sent: Saturday, October 25, 2008 12:19:11 PM Subject: Re: [VACULPEP] Property Tax Records Question Lucy--there may be OTHER records which refer to these people other than tax lists, though the tax lists are certainly the most detailed year-by-year records where one may find a place and time. I ordered microfilm of the Culpeper County personal property tax lists 1803-1823 through the local FHC. There was a note on the film that the tax books for 1805-1807 and 1809-1810 were missing at the time of filming [1987]. I'm aware that no no tax lists are available for 1808, but does anyone on the list know if tax lists for these years actually exist? Thanks, Linda Stockdale
Hi Nancy and all: The President of the 1812 Society whom you should contact for grave markers is: Myron (Mike) Lyman email at: melyman@cablefirst.net Hope to meet a few of you on November 15th at 3:00 p.m. for the Leroy Kilby grave marker ceremony in Slate Mills (details to follow) Craig Kilby On Oct 23, 2008, at 2:40 PM, Sunshine49 wrote: > I would love to have a marker put up for my gr-gr-gr grandfather > Richard Lee Cardwell; he's buried in Shockoe Cem, Richmond, and was a > veteran of that war.
So I am guessing it is just a land map with towns and such. I guess that wouldn't be too helpful then.
