The Caroline County VA Order Book describes the petition for a road in 1765 from Downer's Bridge by George Todd's house to Conway's warehouse touching on the plantation of George Holloway. In 1785 the County Court presented William Holloway for "turning" the public road leading from Garnett's Old Ordinary to Todd's. According to your best guess, would these be basically the same road?
