Suggest you search Bedford County records for one or more "William Brown". Campbell County was formed from Bedford in 1782. There's an overlap in Publick Claim entries for some Bedford & Campbell names because they were residents of Bedford when making their "donations" in 1780/1, but certificates issued to them as residents of Campbell in 1782. Bedford Publick Claims shows William Brown with 9 records. Campbell Publick Claims shows William/Wm Brown with 6 records and William Brown Senr. with 2 records. Bedford County Personal Property Tax Lists 1787 have "William Brown' on List A, and another(?) on List B. Campbell County Personal Property Tax Lists 1787 have 'William Brown' on List A who was also liable for tax of Bird Brown (typically a father-son relationship); another 'William Brown' on List B. One William Brown filed a marriage bond in Bedford County Dec. 7, 1789, for his intended marriage to Sarah Payne with consent of John and Mary Payne, and William Payne as surety for the bond. Based on browsing quickly, it looks like you could search a dozen or so Browns before 1790 and hopefully find one you're looking for. Best of Luck.
