The only Phebe (this is the way it was spelled) that I have run across was a Phebe Tanner, daughter of Benjamin and Mary Elizabeth Glass Tanner, who was living with the Charles Glass family (probably her uncle) in Campbell County, VA. This Phoebe was born April, 1802 and married a George McKinney on July 24, 1819 in Campbell County, Virginia. Sorrry I couldn't be more helpful.
