Karen, I have transcribed probably over a hundred wills and personal letters dating back to and before the 1820's. This double s as in Jesse does look like a p. Drove me crazy when I first encountered it in a will until I realized what it was. This phenomenon only appears when the word has a "ss" in the spelling. So yes this is probably your Jesse.
