I agree that Mattoon and Coles County did not exist until after 1800, but you are wrong about there being no records in Illinois prior to 1818. I work in the Gallatin County Clerk's office in Illinois and we have marriage and land records that begin in 1813. There are also County Court records prior to 1818. You can find marriage records for Illinois prior to 1800 in Randolph County, Illinois and there are also some Illinois marriage records in Vincennes, Indiana as we were considered part of the the Indiana Territory prior to 1813.
