You might try looking in Albemarle Co for your Stephens family; Amherst Co was not established until 1761 (out of Albemarle) so your Phillip couldn't have been born in Amherst in ca 1755, except of course in the physical location. In turn, Albemarle Co came from Goochland Co and Lousia Co in 1744. Records remained in the 'old' county and the 'new' records began in the year a county was established. Hope this helps.
