If so, I wonder if he would be willing to join the Phillips Worldwide DNA project which is currectly being conducted at familytreedna.com. DNA analysis for genealogical purposes works very successfully on straight line male descendants. My Phillips family also lived in Amherst County and 2 male Phillips cousins of mine have joined the project and been tested. Although they are only very distantly related (7th cousins, as nearly as we can figure), they matched perfectly on 25 markers.
