In Virginia Publick Claims for Albemarle County, Court of 14 June, 1782, a John Dowell got a certificate for 325# beef - [value of] 2 pounds 14 shillings 2 pence taken by N. Lewis for Contl. use. The interpretation (mine) is that Dowell had the beef taken under the Provisions Law by "impressment" sometime earlier. For Genealogy it would seem to be reasonable proof this John Dowell lived there before date of the certificate. Sorry to say this is all I know about a "John Dowell" of Albemarle and have never had a reason to search the line. Hope it's useful.
