I was born in Norfolk and had Milk Toast, but it had butter and salt & pepper, no sugar. My family never put sugar in corn bread either. As for biscuits, the wheat raised in the south is a "soft" wheat and more conducive to biscuits whereas northern wheat is "hard" and was made into yeast bread. I think it has to do with kneading.
