I would suggest that "that" is correct in this case because we are not referring to a person or even to a group of people per se, but a characteristic that this group of people have brought upon themselvces. Now that would depend entirely on the context of the sentence, and what tense one is speaking in, wouldn't it? "IS he your deceased father?" Well, if he is dead, he IS deceased. So yes he is your deceased father. "WAS he your father?" That is why he have DNA paternity tests and court TV. I have always liked the black people's saying "Mama's Baby, Daddy's Maybe."
