Don, "WHO" is a pronoun like I, you, he, she, they. "WHOM" is a direct object pronoun like me, you, him, her, them. I said, you said, he said, she said, we said, who said.. To me, to you, to him, to her, to us, to them To WHOM it may concern. Just think of it in those terms. FOR WHOM THE BELL TOLLS. Actually, the word "whom" is on life support in the modern English language. It has been on life support for at least 50 years.
