    3. Don - Teresa is correct. If a regular adoption is completed properly, a new birth certificate is issued. Of course it is possible for the attorney handling the adoption to "drop the ball." A person must get a court order signed by an appropriate judge in order to have access to these adoption proceedings as they are sealed records.
