Cowan was born in Tennessee and came to Texas with his Mother, Ruth. They followed his brother, David, to Llano County where they stated a salt works. He was a Texas Ranger and fought in the Civil War and returned to Llano County. He was married to an Elizabeth, and she is also listed in the Census records.
