    3. Our friend, Harold Gene Solomon, died yesterday, May 22, 2002. Visitation will be held today from 5:00 until 9:00 P.M. at Rosewood Funeral Home in Pasadena, Texas. (713)920-2171 Funeral services will be held at Woods Cemetery in Carthage, Texas tomorrow, May 24, 2002 at 2:00 P.M. Condolences: Cards and letters to Harold's address: 1505 Garden Park Deer Park, Texas 77536 Flowers (visitation 5 to 9 p.m. today) Rosewood Funeral Home 3939 Pasadena Blvd. Pasadena, Texas After visitaton, the body and flowers will be taken overland to Carthage, Texas. Services will be conducted at Woods Cemetery at 2 p.m. tomorrow. Harold was a great genealogical researcher, and a contributor to the Shelby County Historical Society. He did a lot of research on the LOUT family of Shelby County, and compiled a book that he donated to Shelby County. He was very helpful to me in researching my husband's Lout ancestors.     2. Hi, In an effort to obtain copies of my grandfather's paperwork, from a fraternal organization that he belonged to in the early 1900's, I ran into the following brick wall! Initially, I was told that the records could not be released because of the federal privacy laws. I contacted representatives of the U. S. Federal Government and NARA, both agencies stated the federal privacy law (Freedom of Information and Privacy Acts) only pertains to federal records. I was told that since I am the next of kin, I have the right to request my grandfather's records. When I sent the information to the fraternal organization, I received the following reply: Our Records Department has forwarded your request for any and all records that XXXXX possesses and that relate to your grandfather. It is my understanding that you are interested in receiving copies of anything XXXXX might possess for purposes of a genealogy search. On November 12, 1999 (may have been 1991), President Clinton signed into law the Gramm-Leach-Bliley Act ("GLB Act"), Pub. L. No. 102-106 (1999). This law limits the instances in which XXXXX, as a financial institution, may disclose nonpublic personal information about consumers and customers. The GLB Act is applicable to all financial institutions, including insurers. In addition, state insurance regulators, as the functional regulator, have adopted regulations implementing the requirements of the GLB Act. As a result of these new laws, XXXXX does not disclose any consumer/customer nonpublic personal information (including whether or not an individual is or was a customer of XXXXX), unless such disclosure is permitted by law. I have contacted the Library of Congress to obtain a copy of the Public Law. I was unable to identify it on their website. Has anyone had this problem? Is there a way to get through this brick wall? A personal concern of mine is the proposed (by Mayor Brown) Africian-American Archives and Culture center.  It is supposed to be staffed by EXISTING HPL personnel. Does this mean Clayton will loose more staff-after all, there are only so many librarians with research experience in the Hou. Public Library system.  What do "they" consider archival?  The Freedmen Bureau records, slave schedules, books, and even possibly census records?  Censuses and other like records contain info. on Africian-Americans. This will result in the loss of almost 475 evening research hours per year for the public and library patrons. For many researchers, genealogy is a hobby and most work a full-time job (40-hour per week from 8am-5pm). Clayton Library patrons who use the library during the evening hours will go from 625-hours of available research hours per year (5pm-9pm, 4-hours, 3-nights per week) to a gross of 155-hours per year (5pm-8pm, 3-hours, 1-night per week). Please keep in mind when you get off from work at 5pm, in Houston rush-hour traffic and road construction, you generally can’t make it to Clayton Library before 6pm. So, using the formula of arriving after work at 6pm, patrons will realistically only have 2-hours (6pm-8pm), 1-day per week for a total of 104-hours (2x52) of evening research time per year. You must also reduce 104-hours even more because most Clayton Library services, e.g., photocopiers, microprinters, restrooms, etc. end 15-mintues before closing thus reducing another 13-hours per year (15x52÷60) from evening research time. Resulting in the net number of evening hours available to researchers at Clayton Library to 91-hours per year. Many people say reduction in hours this is a Houston or regional issue. Not so! Clayton Library serves approximately 72,000 individuals every year from all over the United States who travel to this specific library to conduct research. Also, it is critical to remember, Clayton Library is a non-circulating collection and no books or microfilm can be check- out and used at home. Additionally, Library Administrators and City Officials have failed to consider impact to Clayton Library’s nationwide stature and standing by this drastic reduction in research hours. Not only is the reduction in hours going to affect researchers, it is also going to have an economic impact on the City of Houston. According to the “Historic Preservation at Work for the Texas Economy,” individuals who visit your community for genealogy or historic purposes, spend an additional $29 per day, over and above what they would normally spend just visiting for personal or business reasons, and, in addition, they stay longer than non-heritage travelers. Reducing Clayton Library hours might solve the library’s budget shortfalls, but it is going to cause an even greater impact to Houston’s public image and economy. Why the reduction in library hours at Clayton Library? In Staff Town Hall Meetings conducted today by the HPL, the reason for the cutbacks is because “there is major budget crisis.” The 18-page handout given out at the meeting suggests staff members are not to take complaints from patrons regarding cutbacks of library hours or services. Staff members are to direct patrons to contact members of Houston City Council or their neighborhood civic club or association so they can “express positive support for restoring the library’s budget so hours and services can be restored.” Why the drastic reduction in Clayton Library hours? The Library Administration claims it is due to the surge of Internet genealogical research and therefore there is no longer a need for hands-on original research. This is a diminutive argument in that good genealogy researchers realize that relying solely on Internet research is not “good research” and you only have access to the vast majority to books and records at a library. It is important to note that Clayton Genealogy Library will be experiencing the most drastic and severe cutbacks of any branch of the Houston Public Library System. Most local branch libraries will only see an average reduction of 2-hours per week or a loss of 105 hours per year and the Downtown Main Library will only loose 3-hours per week or a total of 156 hours per year whereas Clayton Library will see a reduction of almost 475-hours per year. What can you do to help? This is a lasting tribute to the Black Soldiers of the 9th & 10th Cavalry and the 24th & 25th Infantry Regiments for their "Outstanding" Acts of Valor during the Indian Wars Campaign. During the Indian Wars campaign from 1866 to 1892, First Sergeant Emanuel Stance of the 9th Cavalry, stationed at Fort McKavett, Texas, was the first African-American to receive the Medal of Honor in the Indian Wars. By the close of the Indian Wars, there would be ten more Medals of Honor awarded to Buffalo Soldiers of the 9th Cavalry. The Native Americans had such great respect for the fighting abilities of black solders that they called them "Buffalo Soldiers," because of the soldiers' strength and courage they displayed during battle. Buffalo soldiers were stationed at frontier forts and other military outposts from Texas to the Dakota territories to help with the westward expansion of the United States. "They helped build the West!"     3. As far as attachments are concerned, it is generally a good idea to avoid them whenever possible. The university where my husband works has set their system so that it CANNOT receive any attachments. They use Outlook and it is a prime target for viruses. They are training faculty and students to cut and paste and send internal messages. When that is not possible--as with dissertation chapters, etc.--both students and faculty are required to do a virus check on sending and receiving messages. If you must send an attachment, send it as an .rtf file instead of a .doc file. This reduces the chances of a virus. As for knowing who you are getting files from, that isn't always safe either. I got a severe virus a couple of years ago from a friend who was sending me a brochure for a conference we were working on. It turned out that he had been infected by an e-mail from the honors college at his university. I caught it fairly quickly--but not quickly enough to save my computer. I did save his--and they caught the honor student who created the virus. If you get a virus, try to determine where it came from. Or see if you can find who sent it on to you. Immediately notify everyone in your mailing list--because most viruses infect others by using your address book and sending itself to all your friends. If the virus can be traced back to the creator, current national law now treats any computer hacker as a terrorist and they can be prosecuted as such. I use Norton Anti-Virus 2002, which is a wonderful program-it checks not only incoming, but also my outgoing e-mail.     3. Hello, I have some Cravey kin. My great-great grandfather was A.J. Cravey. I know who his children are and that he lived in the Shelby County area. But there is this Lizzie Cravey that married Dan A. Wilburn in Shelby County, Texas that I do not know who belongs too. I found their marriage listed under the Marriages on the Shelby County Website. She is found on the 1900 Shelby County census with her husband and a daughter, Lillie M. and then again on the 1910 Shelby County census with her husband and two daughters, Lillie M. and Nettie. Then again Lizzie Cravey Wilburn is found on the 1920 Shelby County census with only her husband, Dan Wilburn. By this time daughter, Lillie M. Wilburn was married to Robert Curtis.
