Ina, You should be able to get the death record from the Red River Courthouse or from the State Capital. You can get it from either by mail. You could probably just call to the courthouse and tell them what you want. It will cost you a little, but it will be certified and alot nicer than a copy. The death was over 25 years ago so you shouldn't have any problems. If under 25 years, then you have to show prove of relation. The deadline is 50 years for births. I am not sure about the police reports though. You might try to library for a copy of the newspaper for that week or day. Also, someone might find something about it in the Dales' cemetery book. They include obits and death records in their burial descriptions. My grandfather and some of his siblings were born and lived part of their lives in Vessey. I didn't know about that little community until last Dec. when I found his sister's birth record and then his SS application.
