Hi Drew,I am not answering the part of your question about Bowie County as I am not sure where the boundaries lie,but Texarkana is in Bowie county. If a person has other verification of birth,such as Bible records or a person who could verify the birth,that is accepted for application for proof of age,by the Social Security Administration. Social Security could give more info on this. Hope it helps a little.
