She grew up as one of seven children in Texas and went to high school in San Antonio, where she met the love of her life, Francis Irving Savage. They married May 28, 1930 in San Antonio, boarded a train for Collegeport, Texas and began their life together. A few years later, they moved to Bay City where they raised their two sons and saw their family grow to include seven grandchildren, sixteen great grandchildren, and three great great grandchildren. They were an integral part of St. Mark's Episcopal Church and served their Lord in many ways. During their life together, both were involved in raising cattle, growing rice, and in many civic activities. Frances was a member of the Chautauqua Club, the Study Club, Book Review, Garden Club and the Bay City Art League. She volunteered countless hours as a member of the Matagorda General Hospital Pink Ladies Auxiliary. Frances was preceded in death by her husband, Francis: her parents, Harley and Linnette Mae Halfen; her sisters, Erma Pennell, Jane Johnson, and Vera Mae Bradley; and brothers Jack Halfen and Billy Halfen. She is survived by one sister, Mary Ann Jackson of Pearland. White Former Bay City Mayor Glen I. White, 91, one of the city's most dedicated citizens, passed away on Sunday, January 8, 2006. He was born March 29, 1914, in Blessing, Texas, to the late H.I. and Georgia McDaniels White. Glen attended schools in Citrus Grove and Blessing. He graduated from Bay City High School in 1932 and began working with his father in the family lumber and hardware business, Bay City Material Company, after one year at Blinn Junior College. He joined the Merchant Marines in 1942, and returned to Bay City Material as co-owner and director following WW II. In 1978 he sold the business. Among the many hours of dedication to his city and country, he served as a leader or president of the following organizations: Bay City Jaycees, Bay City Lions Club, Bay City Chamber of Commerce, Bay City Industrial Foundation, the American Red Cross, the Salvation Army, the volunteer fire department and the United Way. He also was a 50-year-plus member of Bay City Masonic Lodge AF & AM No. 865, Scottish Rite of Galveston, Gulf Coast Shrine Club and the Arabian Temple of Houston. His contributions to his county's history was demonstrated when he helped establish and later served as chairman of the Matagorda County Museum Association. He also was a member of First Presbyterian Church since 1925, and served as an elder there for many years. Community leaders and his peers demonstrated their respect for him when he was elected Bay City Chamber of Commerce's Outstanding Citizen of the Year in 1955. One of Glen White's proudest accomplishments was serving and working with the local government for many years. He served on City Council for 13 years, and was the Mayor Pro Tem for six of those years under Mayor Richard Gusman. He was elected to two terms as Bay City mayor (1981-1985) and enjoyed being called Mayor White until his death. He was a true civic leader and will be missed in the community. Glen White was a true character in every sense. He never met a stranger, and was always ready to share stories and discuss how he felt about any subject. He lived his life as a Christian man who loved his wives, his family, his church and his community. He showed his love for Bay City, Matagorda County, and the First Presbyterian Church by participating and volunteering in many charitable organizations, and the city government. Survivors include: daughters and sons-in-law, Becky and Chris Floyd of Deer Park, Phoebe Reading and John Taylor of Houston, Texas, and Patricia Reading and Joe Blandford of Houston; seven grandchildren, Chris Floyd and wife Rhonda, Shawn Floyd, Tabitha Spence and husband Jeremy, Blake Brown and wife Shea, Courtney Bryan and husband Greg, Barrett Blandford and Carlie Blandford; and great granddaughter, Hannah Floyd; and sister, Nora Bremser of Wharton. Kenneth was born April 1, 1933, in McGregor, Texas, to Raymond and Athleen (Blanchard) Hodges, who preceded him in death. He is survived by: his wife of 48 years, Noma Lee Cummings Hodges of Clute; a stepson, Richard Schmerber and his wife, Cindi of Humble, Texas; his beloved grandsons, Scott Schmerber of Houston, Texas, James Schmerber II of Phoenix, Arizona, and John Schmerber of Houston, Texas; brother, Bobby Hodges and his wife, Beth, of Gatesville, Texas; numerous nieces and nephews; as well as many beloved friends. Kenneth served in the U.S. Marine Corps from June 1954, to June 1956. While in the Corps, he earned two letters of commendation. Upon leaving the service, he began training to become a law enforcement officer with the Bay City, Texas Police Department. He served in the Bay City, Lake Jackson, West Columbia and Clute police departments throughout the length of his career. He left the Clute Police Department to serve as city fire marshal, where he became a certified hypnotist in order to facilitate the memories of potential witnesses. He retired from the City of Clute and spent the next several years as owner-operator of the Topsy Turvy Snow Cone Stand on Main Street in Clute with his wife. He also was well known throughout the Brazosport area as the area Santa Claus, spending 30 years portraying the jolly holiday visitor. His talent as a naturally gifted storyteller kept children and adults enthralled for hours, whether he was spinning tales of reindeer games in his Santa persona, or regaling friends and relatives with stories of fishing, hunting, or amusing incidents from his police years. Visitation will be from 10 a.m. until noon Friday, January 13, 2006, with a celebration of his life immediately following at Stroud Funeral Home, 538 Brazosport Blvd. N, Clute, Texas 77531, under the direction of Carnes Funeral Home of Texas City, Texas. She was a lifelong resident of Bay City, a member of the Catholic Church and was retired from the bookkeeping department of Matagorda General Hospital. She is survived by: her grandson, Kenneth Morrill of Georgia; cousin, Viola Brietzke of Bay City; a niece, Carolyn Pena of Bay City; and by numerous nieces, nephews and cousins. She was preceded in death by: her husband, Clarence Arvin Little; her daughter, Reneta Little Morrill; and by her parents, Samuel C. and Agnes Butter Ryman. He was born June 21, 1927, in Charco, Texas, to the late Henry Alonzo and Emma Elizabeth Hall Smith. Frank served in the Texas Defense Guard as a sergeant in E. Company, 47th Battalion and in the Texas State Guard as a corporal in the same company and battalion. On June 7, 1946, he enlisted in the U.S. Army, serving in both Berlin, Germany, and Panama as a corporal in the Military Police Corps and as a light-duty truck driver and was honorably discharged on May 24, 1949, receiving both the good conduct medal and marksman rifle M-1 status. On December 6, 1949, he enlisted in the Ready Reserve (active status) as a corporal where he received an honorable discharge upon serving faithfully until July 14, 1954. On June 19, 1953, Frank married Margaruett Joy (Kyle) and they settled in Sweeny, Texas, to start a home and family. In 1961, they moved to Bay City to be closer to his parents and built a new home on Lindsey Avenue. They raised four children together until her unexpected death in 1989. Frank retired from Phillips Petroleum Company refinery in Old Ocean in 1985 as a gauger after 34 loyal and dedicated years of employment. His retirement years were spent doing the things that he loved the most: sharing time with his children and family and participating in their many activities. On October 10, 1998, Frank remarried, exchanging vows with Rose Williamson, who became his constant companion, best friend and caregiver for the rest of his days. Survivors include his wife, Rose, of Bay City, and his four children: son, Kyle and wife Laura of El Campo; daughters, Elizabeth Gay and husband Glenn Ward Easterly of Thornton, Texas, Mary Ann Knowles and husband John of Seabrook, Texas, and Jacqueline Lea Webber and husband Kelly John of Bay City; and grandchildren, Erin and Megan Smith, Laura Elizabeth Harrell, Glenn “Bubba” Ward Easterly, Jr., Kimberly Knowles, Brandi Lee Hudson and Christopher Webber. Also: great-grandchildren, Alayna Harrell and Katelyn Hudson; brother, Henry Alonzo Smith and wife Kate Nederland, Texas, and their children, Ronnie Smith and wife Donna, and Debbie Burton and husband Don; and sister, Mary Beth Etie of Bay City. In addition to his wife, he was preceded in death by his son, Frank Howard Smith, Jr., and granddaughter, Crystaline Dawn Webber. Funeral service will be at 10 a.m. Wednesday, January 4, 2006, at Taylor Bros. Funeral Home, with the Bro. Joe Wrape officiating.
