    3. I understand that Texas began to require that vital records be kept on the local level in 1903, but did not require that all vital records also be filed at the state level until 1921. Does anyone have an idea of what percentage of death records filed with the city of Paris, were also filed with the state vital records office in that period, 1903-1921? Or to put it another way, what percentage of death records filed with the city of Paris were *not* filed with the state, 1903-1921? I believe that someone I am researching may have died in Paris, 1913-1916, but I cannot find a death record in the state vital records office. Lamar Co. cemetery indexes aren't a help because he was probably buried in Arkansas. Thank you for any help. Steve
