There is a FEDERAL prison within 2 miles of the Dallas -Kaufman County line, in Seagoville TX...am not sure how long it has been in operation, but do not think it was here as early as that time. There is a WEBSITE for that prison - I found it on Google Search Engine under "Prison Seagoville Texas"..you might try. There is some info on SCALES in the Kaufman History books.
