Cindy, VRs are available from 1903, according to http://vitalrec.com/tx.html However, records are spotty in the early years. I have a ggrandfather, who died in Colorado Co., in 1911, and there's no death certificate. Fortunately I do have an obit and his tombstone. The Texas State Library and Archives Commission has an excellent web site at www.tsl.state.tx.us/lobby. Although the site does not have an index to deaths or births online, they do have indexes to those records in both book and microfilm formats.
