Married Clara Harris, daughter of Gregg County pioneer family. Active in civic affairs, first elected to public office, 1910, as city marshall and district clerk. County sheriff 1924-1932. During the oil boom the county population count went from 15,000 to 2 years later being 100,000. During this time, Sheriff Hays managed to keep the worlds largest oil field free of major crime.
