This indicates that you do not have an e-mail program installed on your computer (or that your default is not pointing at it).  Windows 7 does not come with a pre-installed e-mail program.  To use that "sendto" html code it relies on an installed e-mail program (not one you normally use that you are using from a website), such as Outlook, Windows Live Mail, etc, once you install it, you need to check to be sure your e-mail defaults all point to it. You can install Windows Live Mail on your computer  http://windows.microsoft.com/en-us/windows-live/essentials or  Thunderbird   https://www.mozilla.org/en-US/thunderbird/ There used to be 2 exceptions to that, yahoo with the toolbar installed and gmail with a gmail notifier.  I know that Google has stopped supporting the Notifier, so that may not be an option anymore.
