*Well, I learned something today when looking up some cemetery laws. In the state of Texas since 1993 (don't know about other states), it is illegal to put a cemetery inside city limits. Here are the rules on it.* Cannot be closer than: one mile of cities with a population of 5,000 to 25,000; two miles of cities with a population of 25,000 to 50,000; three miles of cities with a population of 50,000 to 100,000; four miles of cities with a population of 100,000 to 200,000; and five miles of cities with a population of over 200,000. Who would have thought you can be born, live & die in the city limits, but can't be buried there! Chapter 714 establishes the depth of graves, which varies based on the type of container. Interestingly, graves do not have to be six feet deep (§ 714.001) The requirement is that the top of the "container of the body" must be at least two feet below the surface if the container is not made of "impermeable" material and at least 1-1/2 feet below the surface if the container is impermeable. Come to think of it, I can't ever recall a new cemetery in this area, except the National Veterans Cemetery. How often do you seen new cemeteries built? If that's the case San Antonio, Fredericksburg, Blanco, Seguin, New Braunfels and a whole lot of other cities are sure in trouble.
