I hope this might help a little. Until late in the 1800's, Galveston and New Orleans were the only Port of Entries in this area. The German settlers who migrated, via ship, to Texas either came in through Galveston or New Orleans. If they came in through Galveston, which was the only Port of Entry for Texas, most of the settlers who were traveling into Central Texas took smaller schooners to Indianola from Galveston. Until late in the 1800's the water was too shallow for the larger vessels to dock in Indianola. Quite a few of the new German settlers made Declarations of Intent in Indianola, but they actually entered through Galveston. Declarations of Intent were not required at either place, many being made after they arrived at their final destination.
