It is likely that "Joe" was actually Johann or Jost or Joachim, and was simply anglicized. I have a book, "Celebrating 150 Years in Texas," that was put together by Jeff and Karen Voelkel who are in Houson, Texas. I have looked through that and have found nothing. However, Voelkel is (was) a very common name in Germany, as you probably know, so there are many of them "out there." The Voelkel line of my family came to Texas in the middle of the 19th century, most of them from Erndtebruck, Germany. Perhaps that will give you something to aim for. Sorry I cannot be of help.
