They can in theory be double enumerated with their family who considers their residence to be at home, or they can slip through by getting out of jail in the period between the "official start date" of the census (say June 1) and the date the census is actually taken (say June 15). Unless the records were consulted to include all those released between June 1-15, the usual practice would be to do a current head count (and include someone who was imprisoned on June 2, say). What I find interesting is that often the wardens, administrators etc are listed as residents of the prison. Sometimes there is a guard, for example, listed as married and living at the prison -- but no spouse listed. Where was the spouse living, and did they ever get to see her? --Amy
