I wrote an earlier e-mail asking for help to locate a Burks family. I found the children on the 1930 census in Navarro County. They were listed as "ward" as were all entries on that page. Being listed as a "ward' on a census means what? Were they homeless? My first message stated they were placed in the guardianship of my uncle, Robert Cates in Fannin County, August 1924. Is there a mailing list for Navarro County?
