David, the top of the census page says it's an International Order of Oddfellows Home. There are minors of both genders there, and on just that page 1 of 8, the ages ranged down to 2, so it was probably an orphanage. "Guardian" at that time in Texas probably meant the person who had the legal capacity to make decisions for a minor instead of the parents. The minor didn't necessarily live in the Guardian's household. Good luck in your search.
