They don't have any more access than any other web surfer. I contracted for the site myself from a service based out of Nevada. The Fannin County Genealogy Society pays the annual fee. It is the same company where the TXGenWeb purchases their space but only the site owner (not the sub-sites) can run a database, so I chose to pay for separate space rather than become a free sub-site under the TXGenWeb.
