According to the "History of Ellis County" published by the Ellis County History Workshop Palmer was named for a Judge Palmer of Houston who was connected with the railroad. The Houston and Texas RR came though the county in 1872. Palmer owned stock in the company and made such an impressive speech, the town was named in his honor.
