    3. Hi Bonnie, Yep, Dallas is in Dallas County. Texas began recording vital statistics, including births and deaths, at the state level in 1903. Births from 1903 to 1909 are in one alphabetical index. Beginning in 1910, each year is indexed separately. Birth Certificates become public after 50 years. And Death Certificates become public after 25 years. You'd have to be the registrant, or immediate family member either by blood or marriage, his guardian, or his legal representative to get them before they become available to the public.
