I'm not sure there's much of any way to improve them. You can download them, and then open them with Imaging for Windows, which allows you to use the Zoom feature. But sometimes they look WORSE when you zoom in on them. They were converted from .tifs to .gifs for the Web. I've never tried to convert a .gif back to a .tif to see if that's possible. The .tifs are much better quality (they are the ones on the CDRoms) but the gifs work better for the internet. So you see there is a "price" for free.
