I mention it because I had to look in surrounding counties to find where my folks from TN came to TX initially. In Williamson County as well, I found a lot of PAYNE family. In Bell County I find your J.G. PANE in 1880 census but there are no other PAYNES/PANES except for these... Caroline PAYNE in 1880 Mary PAYNE in 1880 In my reference books I find John PAYNE a;so listed as PAINE and he bought a small store around 1850 near Nolanville. There are over 35 references to PAYNE so I am still searching through those. I will get back to you soon.
