Hello Lucretia, Yes, each state has a site through rootsweb.com. Go to rootsweb.com, then to mailing lists, then states, and click on CA. Then you will see all of the lists that you can subscribe to for the state of CA. There you will find the instructions on how to subscribe. The address should be: CA-CENSUS-LOOKUP-L-request@rootsweb.com.
