Glenn, I just checked The Handy Book for Genealogists, and find that 1860 Tarrant County's census is totally missing, so that explains why nothing comes up in my searches for individuals indexed in 1860 Tarrant - and also why 1860 Tarrant is missing from the online indices and census images. Am sure there were probably Waters families there, but because the census is not there, I am not able to find any of them there.
