This F. E. was living in a Campbell household and the right age to be Fletcher Turner. This is quite speculative but the use of initials might be the reason you can't locate Fletcher Turner. Also in 1880, Matthew J. Turner's mother-in-law was living with him. Her surname was Phillips. Did Martha Jane's father die and her mother remarried? Just a couple of thoughts. Brenda Carroll Brenda, Phillips was probably a cousin. Martha Jane's mother was married 3 times and she lived to be in her 90s. Thanks for the help.
