    3. I know that documents done by/for the government with government money cannot be copyrighted. They are public property. Does that apply to state governments also? I found something I think I would like to make into a web page that was done by the Arkansas Department of Historic Preservation [ best I can recall ] sometime in the 1990's. It shows no copyright notice that I can find. The only clue I found to its date was a footnote referencing a document from 1990. Is this a case of, "It's easier to beg forgiveness than ask permission?" -- A veteran is someone who, at one point in their life, wrote a blank check made payable to ‘The United States of America’ for any amount, up to and including their life. _ _... ..._ _ _._ ._ ..... ._.. ... .._
