Go to Luxembourg National Archives. They have microfilms of birth, marriage and death indexes of all communes (civil records). Marriage record will show where Mathias Steffen was born. The civil records of Luxembourg, France and southwest Germany are very excellent resource of information after all it was Napoleon who imposed Civil Registration in all territories his armies occupied for long time.
